Until the English Bill of Rights in 1689, cruel and unusual punishment was a staple of most countries’ system of criminal justice. In fact, torturous interrogation and execution often resembled an industry, with inventors vying for their new and disturbing method of torture to rise above the rest. Luckily, torture methods such as death by boiling and flaying are largely a thing of the past throughout most of the world, and medical billers and coders can feel fortunate that there are no codes for brazen bull and breaking wheel victims.
